Convention Center Public Facilities District, Washington State

Designs, constructs, operates, and promotes the Washington State Convention Center (WSCC), a convention and trade center in Seattle. Also provides economic and civic benefits for the people of Washington State.

Member Requirements: One of the governor's appointments must be representative of the lodging industry in the public facilities district. Three members must be appointed by the governor and the remaining members must be appointed by the county executive subject to confirmation by the county legislative authority. Of the members appointed by the governor, the speaker of the house of representatives and the majority leader of the senate must each recommend to the governor a person to be appointed to the board.

Covenant Homeownership Program Oversight Committee

The Covenant Homeownership Account and Program (CHAP) was established by HB 1474, (Chapter 340, Laws of 2023). That legislation gave the Washington State Department of Financial Institutions responsibility for establishing and supporting an ongoing CHAP oversight committee. The oversight committee will evaluate and review program activities carried out by the Washington State Housing Finance Committee. Those activities will include an initial report to the legislature and the oversight committee arising from a study of racist covenants and their economic impact on communities. That report may lead to the creation and administration of one or more special purpose credit programs to provide mortgage down payment and closing cost assistance for persons adversely affected by racist housing covenants the program is investigating. The CHAP oversight committee also may from time to time make recommendations to the Legislature.

Criminal Justice Training Commission

The purpose of the commission shall establish and administer standards and processes for certification, suspension, and decertification of peace officers and corrections officers. The commission shall provide programs and training that enhance the integrity, effectiveness, and professionalism of peace officers and corrections officers while helping to ensure that law enforcement and correctional services are delivered to the people of Washington in a manner that fully complies with the Constitutions and laws of this state and United States. In carrying out its duties, the commission shall strive to promote public trust and confidence in every aspect of the criminal justice system.

Deaf and Hard of Hearing Youth, Washington Center for

Establishes and reviews college policies and oversees the general management of Washington School for the Deaf. The Board also sets the college's strategic direction, approves budgets, and represents the public interest and functions to ensure the basic fiscal integrity of the college. The trustees serve educational needs of hearing-impaired students from throughout the state. Develops comprehensive curriculum to maximize and develop students' skills to live, work, and be capable, contributing, independent citizens.

Dental Quality Assurance Commission

Regulates the competency and quality of dental professionals by establishing, monitoring, and enforcing qualifications for licensure, consistent standards of practice, continuing competency mechanisms, and discipline.

Member Requirements: Twelve members of the commission must be licensed dentists in the active practice of dentistry for a period of five years before appointment. At least four of the dentist members must reside and engage in the active practice east of the Cascades. Two members must be expanded function dental auxiliaries licensed under chapter 18.260 RCW. Three members must be public members. Public members of the commission may not be a member of any other health care licensing board or commission, or have a fiduciary obligation to a facility rendering health services regulated by the commission, or have a material or financial interest in the rendering of health services regulated by the commission. No member may serve more than two consecutive full terms.

Members must be residents of this state.

Developmental Disabilities Council

The Council, pursuant to the Act, shall engage in advocacy, capacity building, and systems change activities that contribute to a coordinated, consumer and family-centered/directed comprehensive system of community services, individualized supports, and other forms of assistance that enable individuals with intellectual or developmental disabilities to exercise self-determination and be independent, productive, integrated, and included in all facets of community life.

Member Requirements: The Council’s composition shall be consistent with the Act and include representatives from the agencies and programs designated in the Act. Agencies and programs represented on the Council shall include those responsible for: (1) Rehabilitation Act – Department of Social and Health Services (DSHS) – Division of Vocational Rehabilitation; (2) Older Americans Act – DSHS – Aging and Long Term Support Administration; (3) Medicaid Title XIX – DSHS – Developmental Disabilities Administration; (4) Medicaid Title XIX – Health Care Authority; (5) Social Security Title V – Department of Health/Maternal Child Health; (6) IDEA – Office of Superintendent of Public Instruction /Special Education; (7) University Center of Excellence on Developmental Disabilities; (8) State Protection and Advocacy System; and (9) Representative of local and non-governmental agencies and non-profit agencies concerned with the services of individuals with developmental disabilities. Representatives from the agencies and programs must have sufficient authority to engage in policy planning and implementation on behalf of the department, agency, or program they represent.
Consistent with the Act, not less than 60 percent of the Council membership shall consist of (i) individuals with developmental disabilities; (ii) parents or guardians of children with developmental disabilities or (iii) immediate relatives or guardians of adults with developmental disabilities who cannot advocate for themselves. At least one member shall be a person who resides or has resided in a large state developmental disability institution, or a parent or guardian of a person who resides or has resided in one.

Developmental Disabilities Endowment Trust Fund Governing Board

Designs and administers the developmental disabilities endowment for a wide range of life enhancing services and needs that are not provided by government services. Also strives to provide reassurance and security without the risk of compromising an individual's benefits and services, in addition to being affordable and accessible.

Earth-Abundant Materials Board of Directors, Joint Center for Deployment and Research in

Exercises the powers of the Joint Center for Deployment and Research in Earth-Abundant Materials (JCDREAM).

Works with the clean technology and transportation industry associations and firms of all sizes to identify the research areas that will benefit the intermediate and long-term economic vitality of Washington's clean technology and transportation industries; Identifies entrepreneurial researchers to join or lead research teams and the steps the UW and WSU will take to recruit and retain such researchers; Assists firms to integrate existing technologies into their operations and aligns the activities of JCDREAM with those of impact Washington to enhance services available to clean technology and transportation firms; Develops internships, on-the-job training, research, and other opportunities and ensure that all students enrolled in programs for clean technology and earth-abundant research and deployment-related curriculum have direct experience with the industry; Assists researchers and firms in safeguarding intellectual property while advancing industry innovation; Develops and strengthens university-industry relationships through promotion of faculty collaboration with industry and sponsor at least one annual symposium focusing on clean energy earth-abundant research and deployment in the state of Washington; Encourages a full range of projects from small research projects that meet the specific needs of a smaller company to large scale, multi-partner projects; Develops non-state support of the center's research activities through leveraging dollars from federal and private for-profit and nonprofit sources; Establishes mechanisms for soliciting and evaluating proposals and for making awards and reporting on technological progress, financial leverage, and other measures of impact; Allocates appropriated seed funds for at least one of four specified areas; Reports biennially to the legislature and the governor about the impact of the center's work on the state's economy and the development of next generation clean energy and transportation technologies in Washington using earth-abundant materials, including performance metrics results, projections of future impact, indicators of its current impact, and ideas for enhancing benefits to the state.

Member Requirements: The council shall be appointed by, and serve at the pleasure of, the Governor. The Director of Financial Management shall periodically review the composition and structure of the council and, after consultation with the Departments of Revenue; Community, Trade, and Economic Development; Employment Security; and Agriculture, as well as the Economic and Revenue Forecast Council, recommend changes to the Governor. In making appointments and re-appointments to the council, the Governor shall consider individuals who represent major economic sectors of the state and have knowledge of timely and significant economic issues.

Economic Development Finance Authority, Washington

WEDFA was created by the legislature to act as a financial conduit to businesses through the issuance of nonrecourse revenue bonds and has the authority to issue these bonds on both a taxable and tax-exempt basis in support of qualifying projects —primarily manufacturing, processing and waste disposal facilities. WEDFA cannot assist retail projects.

Education, State Board of

Develops policies for state education laws created by the Legislature. The board works with other government and education organization to support student achievement, student learning goals, student and system accountability, and basic education assistance. It is composed of 16 statutory members; 5 elected by school directors, 7 appointed by the Governor, 1 elected by private school directors, the Superintendent of Public Instruction, and two non-voting student members who are selected by the Board in collaboration with the Washington Association of Student Councils. The Governor is also invited to participate as a non-voting member.
