Capital Projects Advisory Review Board

The board is created in the department of enterprise services to provide an evaluation of public capital projects construction processes, including the impact of contracting methods on project outcomes, and to advise the legislature on policies related to public works delivery methods.

Member Requirements: Two representatives from construction general contracting; one representative from the architectural profession; one representative from the engineering profession; two representatives from construction specialty subcontracting; two representatives from construction trades labor organizations; one representative from the office of minority and women's business enterprises; one representative from a higher education institution; one representative from the department of enterprise services; one individual representing Washington cities; two representatives from private industry; and one representative of a domestic insurer authorized to write surety bonds for contractors in Washington state, one individual from the private sector representing the interests of the disadvantaged business enterprises community each appointed by the governor. All appointed members must be knowledgeable about public works contracting procedures.

Capitol Furnishings Preservation Committee

Promotes and encourages the recovery and preservation of the original and historic furnishings of the state capitol group. The Committee also funds the restoration of certain furnishings and reviews, advises future remodeling and restoration projects as they pertain to historic furnishings.

Caseload Forecast Council

Performs forecasts of state entitlement program: public assistance programs; state correctional institutions; state correctional noninstitutional supervision, institutions for juvenile offdeners, common school system, long-term care, medical assistance, foster care, and adoption support. Provides forecasts that are the basis of the Governor's budget document in the development of the omnibus biennial appropriations act.

Charter School Commission

Authorizes high quality public charter schools throughout the state, particularly schools designed to expand opportunities for at-risk students, and further ensures the highest standards of accountability and oversight for these schools. The commission also administers the portion of the public common school system the charter schools it authorizes in the same manner as a school district board of directors through the management, supervision, and enforcement of the charter contracts, pursuant to applicable law.

Chehalis Board

(5) The board is responsible for oversight of a long-term strategy resulting from the department's programmatic environmental impact statement for the Chehalis river basin to reduce flood damages and restore aquatic species habitat.
(6) The board is responsible for overseeing the implementation of the strategy and developing biennial and supplemental budget recommendations to the governor.

Member Requirements: (1) The Chehalis board is created consisting of seven members.
2)(a) Four members of the board must be voting members who are appointed by the governor, subject to confirmation by the senate. One member must represent the Chehalis Indian tribe and one member must represent the Quinault Indian nation. Three board members must be selected by the Chehalis basin flood authority. No member may have a financial or regulatory interest in the work of the board. The governor shall appoint one of the flood authority appointees as the chair. The voting members of the board must be appointed for terms of four years, except that two members initially must be appointed for terms of two years and three members must initially be appointed for terms of three years. In making the appointments, the governor shall seek a board membership that collectively provides the expertise necessary to provide strong oversight for implementation of the Chehalis basin strategy, that provides extensive knowledge of local government processes and functions, and that has an understanding of issues relevant to reducing flood damages and restoring aquatic species.

Child Support Schedule Workgroup

Reviews and makes recommendations to the legislature and the Governor regarding the child support guidelines in Washington State, including recommendations for legislative action if necessary. Every four years beginning 2011, the Division of Child Support (DCS) convenes the Workgroup to review the child support guidelines and determine if the application of the child support guidelines results in appropriate support orders. This quadrennial review is required to maintain federal funding of child support programs under Title IV-D of the Social Security Act.

Member Requirements: Appointments to the work group shall be made by December 1, 2010, and every four years thereafter. The Governor appoints seventeen workgroup members, including the Director of the Division of Child Support; a law professor specializing in family law; a member of the Washington State Bar Association Family Law Executive Committee (FLEC); an economist; a representative of the tribal community; two representatives from the superior court judges' association, including a superior court judge and a court commissioner who is familiar with child support issues; a representative from the Administrative Office of the Courts (AOC); a prosecutor selected by the Washington Association of Prosecuting Attorneys (WAPA); a representative from legal services; an administrative law judge from the Office of Administrative Hearings (OAH); three noncustodial parents, with at least one representing the interests of low-income, noncustodial parents; and three custodial parents, with at least one representing the interests of low-income, custodial parents

Children, Youth and Families Oversight Board, Department of

The Ombuds shall establish the oversight board for children, youth, and families. The board is authorized for the purpose of monitoring and ensuring that the department of children, youth, and families achieves the stated outcomes of chapter 6, Laws of 2017 3rd sp. sess., and complies with administrative acts, relevant statutes, rules, and policies pertaining to early learning, juvenile rehabilitation, juvenile justice, and children and family services.

Member Requirements: The senate members of the board shall be appointed by the leaders of the two major caucuses of the Senate. The House of Representatives members of the board shall be appointed by the leaders of the two major caucuses of the House of Representatives. The remaining board members shall be nominated by the governor, subject to the approval of the appointed legislators by majority vote.

Chiropractic Quality Assurance Commission

Regulates the competency and quality of chiropractic health care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline. The Commission accomplishes this mandate through a variety of activities working with the Department of Health, Health Professions Quality Assurance.

Member Requirements: Eleven practicing chiropractors and three public members. Members must be citizens of the United States and residents of this state. Members must also be licensed chiropractors for a period of five years before appointment. Public members may not be a member of any other health care licensing board, or have a fiduciary obligation to a facility rendering health services regulated by the commission, or financial interest in the rendering of such health services. No member may serve more than two consecutive full four-year terms.

Civil Legal Aid Oversight Committee

Oversees the activities of the office of civil legal aid created in RCW 2.53.020, and reviews the performance of the Director of the Office of Civil Legal Aid. From time to time, Committee also makes recommendations to the Supreme Court, the Access to Justice Board, and the Legislature regarding the provision of Civil Legal Aid funded through RCW 2.53.020.
