Coastal Marine Advisory Council, Washington

Advises the Governor, the Legislature, and state and local agencies on coastal waters resource management issues on Washington's Pacific Coast, including policy, planning, and management.

Member Requirements: The law identifies representatives from a variety of coastal stakeholder interests, including: citizen, commercial fishing, conservation, economic development, education, energy, recreation, recreational fishing, ports, shellfish aquaculture, shipping, and science.

Coastal counties means Clallam, Jefferson, Grays Harbor and Pacific counties. Coastal waters means the waters of the Pacific Ocean seaward from Cape Flattery south to Cape Disappointment from mean high tide seaward two hundred miles.

Collection Agency Board

Regulates collection agencies within the state and holds disciplinary hearings. The Board also recommends and adopts rules and regulations for administering the regulatory law.

Member Requirements: Two licensees actively engaged in the collection agency business for a minimum of five years in Washington state and two members of the general public. No board member shall be employed by or have any interest in, directly or indirectly, as owner, partner, officer, director, agent, stockholder, or attorney, any collection agency in which any other board member is employed by or has such an interest. In addition, no member shall hold any other elective or appointive state or federal office.

Columbia Basin College Board of Trustees

Establishes and reviews college policies and oversees the general management of Columbia Basin College. The Board also sets the college's strategic direction, approves budgets, and represents the public interest and functions to ensure the basic fiscal integrity of the college.

Member Requirements: Trustees must be a resident and qualified elector of the college district and may not be an employee of the community and technical college system, a member of the board of directors of any school district, or a member of the governing board of any public or private educational institution.

The governor shall give consideration to geographical diversity, and representing labor, business, women, and racial and ethnic minorities.

Columbia River Gorge Commission

Develops and implements policies and programs that protect and enhance the scenic, natural, cultural and recreational resources of the Gorge, while encouraging growth within existing urban areas of the Gorge and allowing development outside urban areas consistent with resource protection; sets policy for protecting the non-federal lands in the Gorge; serves as the appeals board for Scenic Area land use decisions issued by a county or by the Commission’s Executive Director and challenged by another party; works with Gorge counties who administer the land use ordinances that implement the Management Plan; and certifies grants and loans by Oregon and Washington's Investment Boards to encourage economic growth in the Gorge.

Member Requirements: Residents of the state of Washington, at least one whom shall be a resident of the scenic area as defined in the Columbia River Gorge National Scenic Area Act. Each member appointed by the governor shall be subject to confirmation by the Washington state senate and shall serve at the pleasure of the governor until their term shall expire or until a disqualifying change in residence.

Commercial Aviation Work Group

To provide a comprehensive investigation of airport capacity in the state and the best way to address aviation needs in the context of overall state transportation needs in the next 20 years using independent verifiable data.

Community and Technical Colleges, State Board for

Governs and oversees the state's community and technical college system. The Board prepares and submits to Governor the budget for community and technical college system, and disburses funds to the 30 colleges. They also establish standards for staffing, financial procedures, curriculum, and degree and admission policies.

Member Requirements: consist of nine members who represent the geographic diversity of the state, and who shall be appointed by the governor, with the consent of the senate. At least two members shall reside east of the Cascade mountains. In making these appointments, the governor shall attempt to provide geographic balance and give consideration to representing labor, business, women, and racial and ethnic minorities, among the membership of the board. At least one member of the board shall be from business and at least one member of the board shall be from labor.

Conservation Commission

Coordinates with all 45 conservation districts in Washington State to provide incentive-based programs that make it easier and more affordable for private landowners to implement conservation on their property. The Commission support conservation districts through financial and technical assistance; administrative and operational oversight; program coordination; and promotion of district activities and services.

Under long-term care services, a rate-setting board is established to evaluate and propose changes in the rates paid to the consumer direct employers.

Convention Center Public Facilities District, Washington State

Designs, constructs, operates, and promotes the Washington State Convention Center (WSCC), a convention and trade center in Seattle. Also provides economic and civic benefits for the people of Washington State.

Member Requirements: One of the governor's appointments must be representative of the lodging industry in the public facilities district. Three members must be appointed by the governor and the remaining members must be appointed by the county executive subject to confirmation by the county legislative authority. Of the members appointed by the governor, the speaker of the house of representatives and the majority leader of the senate must each recommend to the governor a person to be appointed to the board.

Covenant Homeownership Program Oversight Committee

The Covenant Homeownership Account and Program (CHAP) was established by HB 1474, (Chapter 340, Laws of 2023). That legislation gave the Washington State Department of Financial Institutions responsibility for establishing and supporting an ongoing CHAP oversight committee. The oversight committee will evaluate and review program activities carried out by the Washington State Housing Finance Committee. Those activities will include an initial report to the legislature and the oversight committee arising from a study of racist covenants and their economic impact on communities. That report may lead to the creation and administration of one or more special purpose credit programs to provide mortgage down payment and closing cost assistance for persons adversely affected by racist housing covenants the program is investigating. The CHAP oversight committee also may from time to time make recommendations to the Legislature.

Criminal Justice Training Commission

The purpose of the commission shall establish and administer standards and processes for certification, suspension, and decertification of peace officers and corrections officers. The commission shall provide programs and training that enhance the integrity, effectiveness, and professionalism of peace officers and corrections officers while helping to ensure that law enforcement and correctional services are delivered to the people of Washington in a manner that fully complies with the Constitutions and laws of this state and United States. In carrying out its duties, the commission shall strive to promote public trust and confidence in every aspect of the criminal justice system.
