Inslee announces retirement of Scott Jarvis, names Gloria Papiez acting director of Department of Financial Institutions

OLYMPIA–Gov. Jay Inslee today announced that Scott Jarvis, director of the Washington State Department of Financial Institutions is retiring after almost 40 years in public service. Inslee named Gloria Papiez as acting director of DFI.

“I would like to thank Scott for his exceptional leadership. He has shown an unrelenting commitment to work with the industry to develop regulations that protect and educate the public while promoting economic vitality. DFI is one of the top agencies in the nation in financial education. I am pleased that Gloria, a dedicated public servant with a tremendous amount of state financial regulation experience and Scott’s deputy for almost 11 years, will continue this crucial work,” Inslee said.

Under Jarvis’s leadership, DFI became a nationally-recognized leader in state financial regulation, which helped move the state from 17th in the nation to 10th on Washington's Corporation for Enterprise Development Scorecard Ranking in "Financial Assets & Income.”

Papiez has worked at DFI since 2000 where she currently serves as deputy director. She previously worked as assistant director of administration at the Washington State Utilities and Transportation Commission, and assistant director of audit at the Washington State Auditor’s Office.

She served as a board member on the Financial Managers Advisory Council, is a member of the Washington Society of Certified Public Accountants, and currently serves on the governor’s Results Washington Goal Council for efficient, effective and accountable government.

Papiez received her bachelor’s degree in business administration from the University of Washington and completed the Executive Education Program at the John F. Kennedy School of Government at Harvard.

Her appointment is effective Nov. 1.
